All of this is very true, because laws are generally established as a reactive approach to crime. <If you do this, THEN this will be your penalty> With that being said, the issue then goes back to underdeveloped neighborhoods and schooling.... The other problem is that within these transitional neighborhoods you have "the blind leading the blind"...These neighborhoods breed crime....Adding paint to a home will improve conditions temporarily, but having a favorable engineer report will establish a solid foundation...

I remember when Steve Potter got killed, I was in high school and he was working on a case with my father. A friend of mine lived in Southern Trace and drove the same make/color car that those kids had stolen after the murder. As my friend drove through the guardhouse into his neighborhood he got swarmed by cops with their guns out.
