A Question
I was wondering about something this morning. I have a question. This morning I was at the school to register my grandson for pre-k. While in line, there was a child and his parents ahead of me. They were Mexican and when ask for a birth certificate, they gave a certificate from mexico and did not have a social security card for the child. They had to have a tranalator to communicate. Now this is a Title one program. My question is, wouldn't the child need to be a citizen to participate?

No.
Legally, they are required to register their children for school, or risk having a truancy officy visit their home. The school will direct the family to proper places/people to complete "required" paper work". mix |
