I thought the city was going to buy the containers and then put a $2.50 fee on our water bills.

Here's an idea: Voluntary recycling like we have now. It doesn't cost me a thing. If it saves the city money, let the city do it. if it profits some company, then let that company do it. I hope (but doubt) we can opt out. Recycling is a waste of something a lot more valuable than trees: money.
